He graduated with a LLB Honors degree from Fourah Bay College, University of Sierra Leone and a B.L from the Sierra Leone Law School and was called to the Sierra Leone Bar on the 19th day of March 2021.

Mr. Reffell is a leading advocate of the rule of law and good governance; an emerging leading force in Civil and Criminal litigation. He has handled a large range of high level litigations notably in criminal law, commercial law, constitutional law, employment law, shipping law, administrative law and land law. He has handled debt recovery matters for leading financial institutions such as Union Trust Bank, Vista Bank SL Limited and Sierra Leone Commercial Bank for over a period of five years. His court room litigations have secured a 95% success rate.

In 2025, Mr. Reffell challenged the Inspector General of Police in a pending Supreme Court matter to determine whether it was lawful to detain eight persons for failing to secure clearance from the Inspector General to hold a private meeting.

Mr. Reffell acts as legal consultant for several local/international organizations and political parties within the jurisdiction. He acts as a board member and company secretary for several local companies such as Strong Girls Evolution, Liberty for all Movement, Kamara Yokie Innovation Center etc.

He is a member of the Sierra Leone Bar Association and the Lawyers’ Society Sierra Leone.
